Greetings! Currently I have a GeForce GT120 installed. Sadly alot of the newer cards require PCI Express 3.0. What is the best GeForce card possible for PCI Express 2.0 x16?

The newer cards are pci-e 3.0 compatible they are also pci-e 2.0 compatible. All cards are backward compatible. The answer to your question will depend on your Processor and if it will be able to drive the card properly.

I think you could get away a gtx650 or gtx650ti anything higher will be limited by your CPU. Maybe even a 660 or 660ti but that comes with higher power supply needs and dual slot configuration as well as being a longer card so the case must be able to take it. http://www.geforce.com/hardware/desktop-gpus/geforce-gtx-650

Funny you mention the 660, when I did the system check for SimCity (5) it recommended GTX 660, 670, and 680.
