FPS lag spikes
Back in April, I upgraded my integrated graphics card to a 460se, along with upgrading the power supply.
Initially, everything went fine, and I rarely experienced any FPS lag when playing games (Fallout, League of Legends, Etc.) Then, about 4-5 months ago, I started experiencing horrible FPS lag spikes going from 2-20 fps, and 10-25 minute loading times for games (WoW, SWTOR beta, League of Legends). I tested a very low-graphical requirement game (minecraft) and still experienced FPS spikes. I wiped everything clean, as well as updated all drivers and windows updates in a hope to resolve this issue, but it didn't work. Several places think it is an issue with my card, but before asking for a replacement I wanted to know what the community thinks it might be.

I have 8gb RAM, AMD athlon IIx4 620 processor 2.6GHz windows 7 64-bit
Graphics card is a GTX 460se.

Im not exactly technically savvy, so if any extra information is needed please say so.
