Out of control FPS in GTA 4
I know GTA 4 is a horrible console port but sometimes my FPS for example will go from 25 to 8 then to 70 then to 60 then 5.

Create a text file named "commandline.txt" and place it into the root of GTAIV's installation directory.

Open up the commandline.txt file in notepad and add these two entries:
[i]
-refreshrate 30
-framelimit 1[/i]

This will cap your frame rate at 30fps, which will make the game much smoother on your setup. I loved using these tweaks back when the game first launched as it had all sorts of stuttering issues.

It's just too bad that these tweaks do nothing to fix the plethora of graphical anomalies that plague this buggy game.

P.S. I haven't tried these tweaks on the latest version of the game (I refuse to waste any more time playing this broken game). I'm not absolutely positive that the game will still parse commands from a "commandline.txt" file. You may have to find an alternate way of enabling these tweaks (like adding them to the shortcut you use to launch the game). Try the commandline.txt first though.

Even with max res my old quad core can pump above 30 fps.

Its just shadows that eats my FPS and my CPU and if i could get atleast 3.0 ghz id get above 30 fps with shadows at high.

As Slamscaper has already said its a badly ported game to the pc and people have one a number of issues with this title.

I wish HP least put a 9600 GTS OR GT in this model so i can atleast run shadows at high/very high or just buy it.

If your PSU supports it, pick up a GTX 260 Core 216, they can be picked up for around $110 or less. My friend has one that I sold him, he runs GTA IV quite nicely.

I understand that, but the fps drops (stuttering) won't be as noticeable if you cap the frame rate at 30fps. Dropping from 55fps to 10fps is a lot worse than dropping from 30fps to 10fps. Trust me, it will be a lot smoother with the fps cap in effect.
