gtx 960 2gb bad performance with wolfenstein 2
What settings should I tweak? My fps drops to mid 30's even with resolution scaling enabled on 1080p with medium settings. i5 4460 gtx 960 2gb 8 GB RAM

The 960 is actually less than the 770...So your machine is not hitting the minimum specs to run the game @ 720p/60fps.

You are most likely hitting your card's Vram cap being that it is limited to 2Gb.

Reduce the Image Streaming size. (that's the amount of textures it will stream at once). 2Gb VRAM is below min spec
